The District Council of Mount Barker is undertaking the revitalisation and rearrangement of the intersection of Morphett Hutchinson Streets to improve this important part of the town centre

What’s Next?

Contractors will return in January 2014 to complete the installation of street lighting poles, lights and associated works.

Upgrade Stage 2 – Streetscaping

As previously advised, Council is currently undertaking the design and tender process for the landscape and plaza revitalisation components of the precinct upgrade.  Early in 2014, tenders will be assessed for Council approval to award the contract with work expected to commence shortly after.

Pedestrian Ramp Repairs 

Night Works Scheduled May 2014

Stage 1 Road Reconstruction of the Morphett Hutchinson Precinct Upgrade included intersection realignment, medians and kerbing, lighting, road resurfacing and pedestrian crossings.  The majority of this work was completed by the end of 2013.

Failures are appearing on the ramps of the pedestrian crossings on Morphett Street west (near Dick Smith) and Hutchinson Street south (near RSL hall).   These failures are primarily due to the heavy impact of the buses hitting the ramps together with the choice of block paving for this critical part of the crossings. 

The ramps will be replaced with asphalt on the nights of 5, 6 and 7 May 2014 (subject to weather and any unforeseen circumstances). 

The roads will be closed to through traffic from 7pm to 6am on these nights.  Traffic management and detours will be in place and road users are advised to use alternative routes to avoid delays.

Council regrets the inconvenience caused by this reconstruction work, however community safety when using the crossing is paramount.  

 

Hutchinson Street North Pedestrian Crossing Reconstruction

Work to remove the crossing will commence on Sunday 9 February and is expected to be completed the week of 16 February 2014.

During the reconstruction, access to Hutchinson Street from Morphett Street to Druids Avenue will be maintained in a northerly direction only.  Hutchinson Street from Mt Barker Central car park entrance to Morphett Street will be closed to southbound traffic until works are completed.  Appropriate signage and detours will be in place to guide motorists.

The original design approved by Council for the crossing met Australian Standards. Currently the constructed crossing does not meet the approved design or the Australian Standards and Council has instructed the contractor to reconstruct this crossing.

The contractor will now reconstruct the crossing to achieve the correct gradients on the ramps at the contractors own expense.  The process will involve removal of linemarking, lifting of pavers, reworking the base course of the road, re-laying the pavers to correct levels and reinstating the linemarking. 

Council regrets the inconvenience caused by this reconstruction work, however community safety when using the crossing is paramount.  Further, it is a legal requirement that these sorts of crossings are built with the correct ramps and crossing height giving a visual and physical queue to drivers to slow as they approach the crossing, stop and giveway to pedestrians using the crossing.

Almost Finished...

Final works to be complete by mid week

Remaining bitumen reinstatement between the new road kerb and existing footpath to provide an interim footpath is expected to be completed on Monday 2 December.

Line marking is to be completed on Tuesday 3 December, weather permitting.

It is expected by close of business on Tuesday 3 December that all construction staff will be off site.

 

Final Asphalt Layer to be Laid Friday 22 November

The final asphalt layer for Hutchinson Street south and Morphett Street west is programmed to be laid on Friday 22 November from 6pm to 6am.  This depends on dry weather during the week for the contractors to be available.

It is expected that the asphalt will be undertaken over one night only.  The road will be closed during this time and detours and traffic management will be in place.

Morphett Street West

Median kerbing work will continue and stormwater drainage outlets will also be installed on this section of Morphett Street from Stephen Street to Hutchinson Street (marked blue on the map overleaf). 

Bitumen reinstatement between the new road kerb and existing footpath will be laid to provide an interim footpath prior to Stage 2 Streetscaping, expected to be undertaken in 2014.

Pedestrian Crossings to be Brick Paved

Road brick paving for the pedestrian crossings on Hutchinson Street south and Morphett Street west (shown orange on map overleaf) will also be completed during this week.

Traffic management with manned stop go signs will be in place to direct traffic. 

 

Focus now on Stage 4 & 5

  Morphett Street West

Stage 4, Morphett Street from Stephen Street to Hutchinson Street (marked blue on the map overleaf), will now be realigned and reshaped in preparation for the final asphalt wearing course to be applied in Stage 6.

Installation of Medians to Commence

Kerbing for median islands will be installed on Hutchinson Street South and Morphett Street West. 

Pedestrian Crossings to be Brick Paved

Road brick paving for the pedestrian crossings on Hutchinson Street South and Morphett Street West is expected to commence mid next week.

Traffic management with manned stop go signs will be in place to direct traffic. 

Stage 3 Works Update

Works programmed for this section of Hutchinson Street from Morphett Street to Gawler Street (marked green on the map overleaf) including service trenching, kerbing and stormwater have been progressed. 

Night work to reconstruct the road and apply the asphalt base layers has also been completed.  The final asphalt wearing course will be installed in Stage 6.

Council extends thanks to property and business owners while these night works were undertaken.

Stage 3 Works to Commence

Work will now concentrate on completing the section of Hutchinson Street from Morphett Street to Gawler Street including service trenching, kerbing and stormwater works.  The third road brick paved pedestrian crossing and median islands will also be constructed in this area.

This stage will also include reconstructing the road and installing asphalt base layers of this portion of the precinct with night works scheduled for the week commencing 4 November depending on weather conditions.

Stage 1 works including new kerbing, stormwater drainage, lighting conduits and bases, subsurface irrigation for the remainder of the perimeter of the precinct are ongoing.

Stage 2 Hutchinson Street North Complete

Stage 2 Hutchinson Street from Morphett Street to the first Mt Barker Central Car park entrance has been completed including the second pedestrian crossing.  Remaining line marking will be undertaken during the week of 28 October.

Road Closure Extended to 22 October 2013

Hutchinson Street, from the intersection of Morphett Street to the first car park entrance north of the intersection will remain closed to traffic to enable contractors to complete safely and efficiently excavating the existing road pavement and laying brick road paving.

The road closure has had to be extended due to the stormy weather which occurred during the week and to poor ground conditions.

It is expected that the road will be reopened to traffic from 6:00 pm Tuesday 22 October 2013.  This is dependent on weather conditions remaining favourable.

Interruptions to traffic will also be experienced on Thursday 24 October while line marking is carried out for this stage. 

Stage 3 commencing

Work will commence on Stage 3 (marked green on the plan overleaf) which includes excavation for several trench crossings. This work will be managed with traffic controllers to allow two way traffic movements whilst these works are undertaken.

Road Closure for Hutchinson Street (north of Morphett Street intersection) – 14 October to 20 October

Works will commence on the demolition and reconstruction of Hutchinson Street from the intersection of Morphett Street to the first car park entrance on Hutchinson Street. This section of road will be closed to traffic from 6:00 am Monday 14 October 2013 reopening by 20 October 2013. The works will include the junction realignment, brick road paving, installation of pedestrian crossing and installation of signage and line marking.

Other Scheduled Works for Week Commencing Monday 14 October 2013

  • installation of kerbing on eastern side of Hutchinson Street (south of Morphett Street)
  • installation of stormwater pit and pipe
  • installation of service crossings

Update Week ending 11 October 2013

Work has been completed on the eastern leg of Morphett Street (from Hutchinson Street to the entrance to Mt Barker Central car park, near Subway). The works included brick road paving, installation of pedestrian crossing, stormwater drainage works, installation of service crossings, signage and line marking.  The road has been reopened to traffic. 

Works Commenced

Work on site commenced on 16 September with the section of Morphett Street from Hutchinson Street to the Mt Barker Central car park entrance closed while road reconstruction is underway including:

  • installation of service crossings including Telstra protection slab
  • demolition of kerbing and road box out
  • construction of pavement layers and kerbing
  • installation of brick paving and line marking

This section of Morphett Street is scheduled to be reopened the week of 30 September.

Kerbing and stormwater on Hutchinson Street North is also underway.

New Commencement Date Now 16 September 2013

Morphett Street from Hutchinson Street to the entrance to Mt Barker Central car park (next to Subway) will be closed to all traffic from Monday 16 September for approximately 2 weeks while this section of the road reconstruction is undertaken.

Access to the Mt Barker Central car park will be available from Gawler Street via McLaren Street and via Hutchinson Street.

A sign will be placed at the corner of Gawler Street and McLaren Street to advise that businesses and properties in this section of Morphett Street can be accessed.

Other works around the perimeter of the project will also commence as previously advised.

Commencement Delayed

Road reconstruction works were scheduled to commence the week of 9 September 2013 with the section of Morphett Street from Hutchinson to the Mt Barker Central car park entrance being closed to traffic while the road was reconstructed and road paving laid.  

Council’s contractor has advised that delivery of the road way paving bricks has been delayed.

To avoid having the road closed for a longer period and to minimise inconvenience to property owners, road users and residents, Council has agreed that the works will commence as soon as the pavers are available and on site.

Road Reconstruction to commence the week of 9 September 2013

Works are to be split into 2 main packages.  The first package of work comprises road reconstruction, kerbing, lighting and underground services, median islands and pedestrian crossings.  This stage of the precinct upgrade will be undertaken September – November 2013, with works to commence the week of 9 September.

The second package of work includes landscaping, footpath reconstruction, construction of a plaza area, public art and tree planting.  These works are expected to be undertaken in the new year.

The road reconstruction works will be staged with each stage being completed before Council’s contractor is able to commence work on the next stage.

Works to be staged

Stage 1 includes new kerbing, stormwater drainage, lighting conduits and bases, subsurface irrigation for the whole of the perimeter of the precinct.  During these works, access to properties and two way traffic will be maintained on Hutchinson Street and Morphett Street West.

Also included in this stage is installation of the pedestrian crossing, line marking and brick road paving for Morphett St East (marked yellow on map overleaf).  This section of road will be closed to traffic during this time and it is expected that work will be undertaken over 24 hours per day and 7 days per week in order to reopen the road as soon as possible.   Access to Mt Barker Central car park will be available from Gawler Street via McLaren Street and from Hutchinson Street.
