Bluestone Estate Stage 2 Development Works

A report to the Council meeting held on the 7th December 2009 advised of an extensive program of works being undertaken by the developer of the Bluestone Estate, which included a number of external infrastructure works which will provide a high level of community amenity and benefit.

Construction work commenced in December 2009 on Stage 2 of the Bluestone Development on Hurling Drive, Mount Barker. The works extend from the existing Stage 1 development along the Hurling Drive frontage through to Barker Road and down to Martin Road and will be completed by June/July 2010, subject to weather and other factors.

The developer of the Hurling Drive site is, at their cost, responsible for all of the works specified below. There is no cost to Council or the community, unless otherwise stated.

Upgrading of Victoria Road and Albert Road


The existing road width is being maintained but includes recessed car parking spaces and indented bus stops which Council considered would provide a better amenity, avoid the need to remove street trees and mitigate against speeding vehicles. (Complete)

Albert Road 
A new 300 mm diameter water main between Alexandrina Road and Hurling Drive. (Complete)

Hurling Drive 
Reconstruction between Victoria Road and Barker Road is nearing completion.
Construction of a shared use path (pedestrians and cyclists) between Victoria Road and Barker Road. (Complete)
Construction of a roundabout at the intersection of Albert Road and Hurling Drive. (Complete except for landscaping)

Barker Road
Construction between Hurling Drive and Martin Road. (Complete)
Construction of a shared use footpath (pedestrians & cyclists) between Hurling Drive and Martin Road. (Complete)
Construction of a roundabout at the intersection of the proposed West Parkway (new internal road) and Barker Road.

A Major Sewerage Pipe Upgrade
From Hurling Drive to Springs Road Waste Water Treatment Plant (will cross Hurling Drive, Wellington Road, Alexandrina Road and Fletcher Road following the alignment of the railway line) is due for completion by end of June 2010.

A Non Potable Water Main (Purple Pipe) 
Is being installed in the same trench as the sewerage pipe and this will provide irrigation of the Bluestone Estate open space areas, through the use of treated waste water. The Purple Pipe has the capacity that it could also be extended further south for irrigation of open space areas as contemplated in the new development area contained in the State Government's 30 Year Growth Plan.

Council is contributing to the cost of both the sewerage pipe and the purple pipe to achieve considerable cost savings and provide a significant environmental benefit in the case of the use of treated waste water.

Roundabout at the intersection of Wellington Road, Hurling Drive and Sims Road
Has been completed except for some minor works and landscaping.

Plans are being progressed for this upgrade and are subject to approval by the Department of Transport Energy and Infrastructure and Council.

Previous works undertaken by the Developer as part of Stage 1 development

In accordance with the District Council of Mount Barker Development Plan and legally binding agreements with developers secured by Council the following works achieved key objectives for Council in providing safe road and cyclist/pedestrian networks for the local community.

Construction of a shared use path (pedestrians and cyclists) on the northern side of Hurling Drive between Wellington Road and Victoria Road and

Construction of a roundabout at the intersection of Hurling Drive and Victoria Road
